Offshore Crane Operator Stage 3
Description
If a certified Stage 3 offshore crane operators want to maintain OCO Stage 3 certification, they will need to be reassessed every two years by undertaking an approved reassessment program. Reassessment can be undertaken on a simulator or actual crane, or a combination of both. The Stage 3 Offshore Crane Operator Competence Reassessment is intended for offshore crane operators who wish to revalidate their certified Stage 3 Offshore Crane Operator Competence Assessment certificate.
The OCO Stage 3 Competence Assessment is intended for crane operators who wish to become -certified Stage 3 offshore crane operators.

2. A. Checks to be undertaken on the Crane - Performance Criteria

2.1 Conduct pre-start checks on the crane.

2.2 Conduct pre-operational checks on the crane

2.3 Correctly set up the crane for over side lifts – as applicable to offshore structure.

2.4 Conduct operational and functional tests on the crane

2. B. Checks to be undertaken on the Crane - Underpinning Knowldge & Understanding

3. A. Undertaking Crane Lifting Operations - Performance Criteria
-
3.1 Lift, transfer and place the specified loads whilst undertaking lifting operations detailed above
-
3.2 Operate the crane following the planned load path avoiding proximity hazards and ground hazards
-
3.3 Correctly centering the hook over the load.

3.4 Apply safe operating techniques: slew/swing control, height judgment, and crane controls coordination

3.5 For supply boat operations - good techniques in picking up and landing loads
-
3.6 Simultaneously operated at least two crane control functions whilst raising or lowering the load

3.7 Correctly responded to the banksman’s hand signals and radio instructions.

4. Response to Crane Malfunctions and Alarms

4.1 Crane Malfunctions - Diesel engine failure , uncontrolled descent of the load, boom is falling

4.2 Load Malfunctions - sling break , load shift, load / hook snagged

4.3 Control Malfunctions - Lock hoist joystick at current setting , PLC failure: joysticks reversed , PLC low voltage: crane moves by itself . Limit switch failure

4.4 Alarms - Low lube oil pressure, High coolant temperature, High hydraulic oil temperature , 90%, 100% and 110% of SWL
Requirements
- Candidates for Stage 3 OCO assessment require [ A and C] or [ B and C ] – see details below:
- A. A valid approved OCO Stage 2 Competence Assessment certificate
- OR
- B. A valid OCO Stage 2 or a Stage 3 industry-recognized Offshore Crane Operator competence certificate.
- AND
- C. A fully completed and valid logbook, based on the Stage 3 OCO Standard workplace requirements
